Palazzo Galliera: Public-Private Partnership for the Revitalization of the Historic Center.
The process for defining the future use of the historic Palazzo Galliera, located in the heart of Genoa on Via Garibaldi—nestled between Palazzo Tursi and Palazzo Albini, and just a short distance from Palazzo Bianco—is now reaching its final stages.
After the initial proposal to convert the building into an exclusive hospitality facility was dropped, and in light of the growing demand for student housing, the Administration has opted for a solution more closely aligned with the urban and social development goals outlined in Mayor Silvia Salis's mandate.
S.P. Im. S.p.A., the public company owning the property, is preparing to announce a market consultation (sollecito di mercato). The operation will follow a project financing model: this public-private partnership will see the private partner fully bear the costs of renovation. In exchange, they will be granted the management of the facility for a period of time that ensures a return on their investment.
By the end of August, a public tender will be issued, open to all interested operators. Participants must submit a redevelopment and relaunch proposal for the building that serves the public interest. Each proposal must include: a specific feasibility study, a draft convention, a financial-economic plan, details on service and management characteristics, and the promoter's qualifications.
The window for submitting proposals will close within 60 days, followed by an evaluation phase by the company. Once the best project is selected, the official public tender will be drafted to finalize the operation. All private operators will be eligible to participate, including the original promoter, who, however, will not hold a right of first refusal.
This project combines the preservation of historical and artistic heritage with the needs of Genoese citizens. It represents a strategic choice to boost the city’s attractiveness, particularly for the university and student community.
