MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF GENOA, THE CITY OF MILAN AND THE CITY OF TURIN
FOR THE COORDINATION AND DEVELOPMENT OF JOINT AND SYNERGISTIC RESILIENCE STRATEGIES

GenoaMilan and Turin share a past that has always made them protagonists in the processes of national economic development. The collapse of a strategic infrastructure such as the Morandi bridge has made the connection and interaction between the respective productive tissues, strongly affected by the effects of this event, even more evident.

The Genoese emergency management highlighted the need for a reading, an interpretation and the prefiguration of scenarios for the management of events that can affect, with cascading effects, the development and well-being of a large area of national importance and international.

The signing of the Memorandum of Understanding realizes this desire for collaboration aimed at achieving joint coordination and the development of resilience strategies capable of bringing the governance of the three cities into synergy. It is essential the technical-scientific contribution of the Rockefeller Foundation, the Enel Foundation, experts from the 100 Resilient Cities Networks and Italian members of the UNISDR ARISE network.

The collaboration involves the adoption of an Action Plan useful for developing the most prompt and effective prevention, preparation, response and recovery guidelines through the mutual sharing of analyzes, resources and objectives on the themes of risk reduction and of sustainable development. The results and the methodology adopted may represent a replicable model both for large areas and for other macro-regions.
